Overview

The objective of this project is to enhance the guidance for selection and use of computer-based traffic analysis tools to supplement the analysis methodology given in the Highway Capacity Manual (HCM).

The existing HCM Part V deals principally with modeling concepts and selection criteria.  While it covers those topics reasonably well, it is too general in scope to provide enough guidance on the use of traffic analysis tools for conducting highway capacity analysis and for obtaining capacity and level-of-service estimates.  Other documents have been developed to address this topic and it is necessary to expand and consolidate the useful information in these documents and to develop additional guidance for HCM Part V.
