Analyzing the Effectiveness of Enhanced Penalty Zones and Police Enforcement as Freeway Speed-Control Measures

The objective of our study is to examine the simultaneous impacts of police enforcement and increased penalties on freeway speeds and crash characteristics. Correspondingly, the following are the research questions to be addressed in this study:

  • What is the effectiveness of increasing penalties as a speed-regulation strategy for freeway segments? (Are the traffic-speeds different between EPZ and non-EPZ segments after controlling for other determinants of speed such as congestion, incidents, and weather?)
  • Does the impact of police enforcement on speeds depend on the penalty for violations? (Is the marginal impact of enforcement on speeds statistically different between EPZ and non-EPZ segments after controlling for other determinants of speed?)
  • Do increased penalties reduce the incidence and severity of speeding-related crashes? (How do the rates and nature of the crashes in EPZ segments compare with those in non-EPZ segments?)
